Penance Stare

I love the idea of Ghost Rider's Penance Stare as a way to pay someone back for all the wrong they've done. I think I want a version of that that's similar, but with different settings or something. For example, I'd be cool to have different power levels, or make it inflict all the anguish that person has inflicted in a given period of time instead of their whole life, or maybe the annoyance they've caused specifically to me. And I don't want to make anyone completely lose their mind or go insane or anything. I just want them to be really humiliated and annoyed and/or angry.
